The US was at war with the fascist countries in Europe, and wanted to hinder the fascist military regime of Japan.

Japan was an empire and attacking China and other Asian countries

In a way that forced Japan to attack US. It had no resources of its own and had to get them someplace or remain a minor nation

actually Japan made an amazing technical jump from the sword yielding Samuii of the late 1800′s to a country that beat Russian around 1910 and Almost got away with the attack on Pearl harbor. If it had actually sunk our aircraft carriers we might NOT have been able to carry out a war in the Pacific and Europe at the same time
